Implementation of both HP PPM and SAP xRPM would be pure duplication(xRPM is only a PPM tool when integrated with SAP ERP, SAP PS, SAP cProjects).

Running individual components of both HP and SAP solutins would simply create integration nightmares.

HP PPM (or likewise CA Clarity) - contrary to Dieter's remarks, is not an IT only tool. It is simply marketed that way. It caters for entire enterprise protfolio, and is seamless as it requires no integration if the full functionality suite is implemented.

SAP xRPM - on the other hand, SAP xRPM is only a basic portfolio demand visibility tool (with very basic workflow), that needs to be integrated (expensively) to cProjects, and PS in order to deliver the functionality of HP PPM.

SAP still do not have an OOTB solution in this space.

CA Clarity or HP PPM are the only true enterprise solutions in this space that a large organisation should be considering.

xRPM is based on NetWeaver BI with SEM and NetWeaver Portal. The technology behind is CAF (Composit-Application-Frame) which is the base for xAPPS (for more Information visit sdn.sap.com).
Like that xRPM is a solution for SAP customers and only deployed on that technological base meaning in SAP environments.

Is SAP xRPM every deployed in non-SAP enviroments? Or is it designed to fit into a larger SAP enterprise that is already running NetWeaver?
